BTC: to many laser eyes??

what I am wondering is how a breakout with falling volumes is possible, both Spot and Futures.

Isn't it possible that it's just enthusiasm for the news of POSSIBLE Bitcoin regularization in Russia ??

Are we facing a real breakout or should we expect a new test and a continuation pattern? Or are we even seeing a fake breakout ??

the dollar goes down
the altcoins then go up (I think they are at 50% of the target)
but bitcoin does not go up ......
